Probably the tow truck wants the bed empty (or emptyish) before they try and roll it back up right. It would not surprise me if the guy manning the shovel is the one who laid it on its side and this is his penitence.

That would take hours with one guy working. I’d think they’d get a piece of a equipment there. Especially since they’ll have to load the salt back in something.

If you're there because you already know that the hill is slippery, why in the world are you going up forward when your spreader is ON THE BACK? Northern states have trucks with forward tipping boxes and mid-mount spreaders that put the salt/sand down in front of the drive wheels of the vehicle doing the spreading; genius principle.

Already knowing that the road is a sheet of ice (and with no chains) this guy simply should have climbed the incline in REVERSE and put the salt down behind his backing drive wheels. This whole mess could have been prevented.

he may have been attempting to come down in reverse while spreading, you can hear his backup alarm going off,

He might need to clear around the corners of the box so that they can scoop up the rest with a loader of some sort and avoid banging up the corners.
