Sudbury is a smallish town in northern Ontario known for generations as a major nickel mining community.
Hydro in Canada refers to any electricity supply (hydro-electric, whether it's produced by hydro generating stations or not).
There were coal generated hydro plants as well but mostly shut down in Ontario). Also a slang for anything source of electricity.
I.e. "the hydro is out. Someone must have bounced a truck onto a house and took out the pole".
Major cities would have "Ontario hydro" as a supplier, rural areas would have a different corporation called Hydro One.
