In Vermont, fire departments and rescue squads (ambulance) are allowed to run red and/or white(clear) and/or siren.
Your chief signs the light permit application and you then send it to the state DMV. If your driving record isn't a mess the state will approve the permit. Each department has its own policies as to how many and where you can use mount the lights and if you are allowed a siren.
My fire department and rescue squad (two different organizations) have no restrictions.
By the way, Whelen has a manufacturing facility about an hour from my home.
