Just about all FEL valves come with load check. They simply keep the cylinders from dumping fluid, when you are shifting the spools. On a FEL valve with float, you should be able to raise the cylinder, and when you want to retract, go to the float position and that opens both cylinder ports to the return path. You can test this by connecting a hose to the return port, and put the other end in a clean bucket, and play with the FEL levers on a double action cyl, or a single action cyl to see what the results are.
