You can do a pretty surgical weld removal with oxy-fuel. Just run a small tip with low pressures and shave the welds down a little at a time. If you try to take the whole weld with 1 pass it will for sure be messy. Good luck !

I agree. Back when I used a torch quite frequently it was easy to do a job like this without much mess at all.
