As for starting the engine with the PTO engaged, I see no problem with that, as long
as an implement such as a rototiller is not fully engaged in the dirt, and/or the engine
speed is set high.
Note that starting a gear tractor in gear can also be done without danger if you are
careful. That is done sometimes when you have clutch problems. Some folks may
have 4x4 vehicles like mine, where you can disable the interlock with a button and move the
vehicle on the starter motor. Sometimes special circumstances warrant doing that.
