Yes, but use DC+ for more penetration. Especially if you have to weld over knots. :D

Sounds like mortise and tennon construction using maple dowels for tennon pins. Yep!! That will weld the boards together.

Or why pay all that money for electrodes when I have a bunch of steel wire and some flour laying around? Couldn't I just cut the wire down and dip it in a mixture of water and flour to form the flux?

No, but you could have rolled up wet newspaper, tightly against the rod, and used it for flux.
