To heck with all this welding mumbo jumbo!!!! Lets just all use duct tape!!!
... Couldn't I just cut the wire down and dip it in a mixture of water and flour to form the flux?

I've run out of electrodes. Can I just cut off some solder and use it to weld some steel with?

No, but you could have rolled up wet newspaper, tightly against the rod, and used it for flux.
