I think it depends on the state. Where I'm from all you need is a scale ticket to register and title a home build.

But on a previously titled and registered vehichle, that all you did was take the PU box off and put a flat bed or dump bed on, I dont think anything needs to be done.

Judging from some of the rigs I've seen around here, we don't require any kind of inspection to license a modified vehicle...
