Concrete. If it's under a living space, concrete. Even more so if it's connected to a basement. You need that to abate Radon Gas and a plastic drop cloth won't do that.

Our basement and crawlspace is all crushed stone, then plastic, then concrete. Did our radon system and levels are now fine.

The finish on the concrete in the crawlspace is more of a broom finish. Been there a few times and it's OK with blue jeans but not shorts😁

Our crawlspace is dirt (old house) about 3ft up to floor and it's miserable the few times I had to work there. My brother's company he had did radon remediation and said our area wasn't in the radon area. It's vented and he did have a good idea was to vent downstairs closets with a small "boxer" fan like they use in computer cabinets. Fans run 24/7, running for 30+ years. They're very quiet. I used a screen and fans blow out into crawlspace. This creates negative air pressure in closets so never any mildew or dust.
