A little different angle on this, I have often seen people walk past a mower discharge w/i 5 or 6 feet and never think anything of it. I always stop when somebody comes close. I've seen how far rocks, sticks, and even bones can be thrown when caught by the blades. I sure don't want my mower to be the cause of their discomfort.

And another angle, when I bought the last property I was there looking things over as I was trying to figure out some drainage work. The neighbor was mowing his lawn and made the first pass next to me so I decided to introduce myself and talk to him and let him know what I was thinking of doing and just be neighborly. So as he was approaching I stood right on the edge of where he mowed up to my boundry, his deflector was up, I made eye contact with him and tried to get his attention to talk. As he is almost to me without stopping he says something (hard to hear under the roar of the mower) and went right by me blowing all the debris all over me and never stopped or looked back. People like him are why I keep my signature on here :-/

Several years ago while a group of us were doing a work weekend at the hunting club cutting grass etc. my good friend hit something with my Gravely mower. Gravely.jpg Well just as I was about to yell at him for trying to mow rocks he went down like a ton of bricks. Now this fellow hires people to do his lawns but is here working on the club property. Well seems he hit a bolt that was laying in the grass. The bolt went past the guards under the machine engine and hit him square in the shin and broke his leg. He ended up in the local hospital for a week while they set his shattered leg. Thank goodness the hunting club was located in Ski country and the local hospital was well versed in putting broken legs back together. The guy was self employed and the incident near put him out of business.

Since that incident no one is allowed any where near me while a mower is running regardless of size or guards or anything else. Interesting note after the ambulance left the State police showed up thinking it was a gun shot injury.

I slow/stop and wait. 90% of the time the mower will notice and stop for me to pass..

If I see folks coming, I am stopped by the time they get to me, and I'm waving at them as they pass. They seem to appreciate it.

A friend had his small aircraft parked at local airport when they hired a local to mow the parking area.
He ended up with 22 holes in one of his wings from debris.
The repair bill was $3500. Airport authority paid for damages and I earned that $$$ as that was my business at that time.

We have enough laws now. We don't need another one. The only law necessary is one that holds a person responsible for causing injuries to another that could have been prevented. Since taking off any safety shielding from a piece of equipment constitutes a preventable injury, doesn't matter if it's a mower chute, chain guard, PTO shaft sleeve, or the screen on your microwave oven. It's simple, generic enough to apply to most situations, and adds less to government costs than a bazzillion laws for every specific case anyone can think of.

So I guess that answers the question, "One would have to wonder if you thought there were too many laws in place if it was one of your family members got hurt or killed by one of these dip sticks who mow like this?"

That's sort of inline with the current texting laws. In Minnesota, it is now illegal to send a text while driving (or even sitting at a stoplight). However we've had an anti-distraction law for years.

Bottom line as I read it is that people should be responsible for their actions. To which I agree 100%!

We already have too many laws that are not enforced. I'm thinking that law enforcement should be allowed to be much stricter with more severe penalties, especially where they endanger others. But then again, I'm probably a bit weird - I think we need to reinstate chain gangs...
