You are on the right track. If the problem is not resolved until a reboot of your computer, I would be looking at either an internal hardware issue (NIC) or even possibly a software issue. Before replacing the card see if there has been a software update or conflict (unlikely). You can check for hardware software updates when (if) you use "Windows Update" and look under the Hardware option. (Just saw that I have an update for my wired NIC.) There could also be a problem with compatibility issue between the laptop NIC hardware/software. (That was an issue that I had until I had to replace the router.)
The last time I checked I could get an inexpensive router for about the same price as a PCMIA NIC
