Tiller Identification

First Time Poster. Was gifted this tiller many years ago (bought at a flea market) and it worked for a while. Looking to see if I can bring it back to life, but there is no identification that I can find as to what the brand and year may be. Any thoughts? The color under the green is blue, but that may not be the original color either. No serial number can be found at least on the surface.
