The thing that made/makes it a 231 rather than anything else was that it should have a shorter spindle. From your profile picture, that looks to be true.
The guy I bought it from seemed to me to be some sort of amateur tractor jockey. He did mention that he purchased the tractor from a municipal golf course and "restored it" . . . which I took to mean "overhauled with a paint brush" . . . maybe he swapped the motor, or maybe the golf course mechanics did it.
What you're saying related to "turf tractor" makes sense with what little I know about the history of this unit.
