I suspect you have a problem with the governor. The rpm shoud droop a bit when you start up hill but if I understand you correctly, the speed goes up and down so the governor is "hunting". it need more damping.

Have you tried to NH forum below? Someone like Dieseltech or RickB maybe able to help.

G'day hate to say it but it can be a prob with them I have had to have a couple of inj pumps rebuilt now due to surging and it was found to be the governor springs at fault
