Right. He did no favor. I choose your 2nd paragraph, but when called on it he "found" them to save face.Couldn't disagree more. The dealer did no "favor" - he shorted JZ a tractor part that JZ bought and paid for as part of his tractor.
The only way it cost the dealer money would be if he purposely held the parts back with the intent to sell them to someone else (or maybe even JZ).
JZ was also put out since he had to make an unnecessary trip to the dealer to get his rightful parts. That says nothing of the stress involved in trying to sort things out.
I bought a brand new Kubota B3030 with a backhoe (BH75). Upon delivery I noticed that none of the 3 point hitch parts were with the tractor so I called the dealer.

The 3pt hitch parts are an option that retails for $209.00 on that BX25 model. What Kubota does for the other BX, and B models has nothing to do with it.
