Mostly it is the type of road surface. Here in the desert most of the dirt roads are like what is in the pic below. No one is "accelerating" for miles upon miles on these roads, nor are they traveling at excessive speeds. A dry sandy surface with a lot of loose material on the road surface and washboards will develop no matter how slow you drive.

Where I live 90% of wash board is on the up hill side of a hill (vs down hill) or the acceleration side of a gravel corner. And you know exactly who is doing it as the farmers with heavy feet have the worst roads right at their driveways and at the corners of the roads they frequently travel on.

same here, when I work construction before paving the supervisor would loose his @%^% on guys accelerating on hills, if they kept they RPM steady on they way up no problem if they tried to maintain speed you could see the wash board materializing itself behind the wheels.

You kinda already know the reason, it's dry. You have to have something cohesive to prevent wash boarding. Depedning on the driving surface (sand, dirt, clay, base rock, gravel), you May be able to add something that will bind it together better, but in the end, moisture is needed for almost anything to bind together. To help avoid making it worse, drive slow, in different tracks, will help.

To temporarily remove, they can be graded out; BUT, grading will loosen and remove more moisture, making it come back soon, and worse

I have used this for about 15 years. It keeps the driveway flat. Gravel has to be added every 4-5 years to protect it. I ive in KY. It is wet here and has sttod up very well.

In that situation I have a pond near my roadway. I purchased a 2" pump added fire nozzle and kept its moisture level high.
