Eddie, you need to investigate this, that's quite a bit of a change, and I agree that the pump, and crank should have been checked. Manufactures also make rod bearing a bit oversized by a .001", and also .0015" just for a good crank that's a bit worn undersized. I installed new standard sized rod bearing in my IH3444, with new oil pump gears, and also did the shim for the relief spring. The crank was fine, but worn undersized .001" on two outer journals, and .0015" on the two inner journals. The factory manual states that 35psi is fine, but mine now has 45psi, hot, and I'm fine with that. What does the Cummings diesel handbook state? What oil weight are you using for break in? Did you run a straight weight oil for the older engine?

Generally speaking... you need 10 psi for every thousand RPMs. You're numbers are quite a drop though. As mentioned before... what oil are you running? Same thing as usual?

The first thing I would check is the gauge itself.

The odds are that it is OK, but checking it is cheap and easy compared to anything else.

Also, what grade & type of oil did you put in? Is it possible it got diluted with diesel at all in your starting attempts? This would lower viscosity and oil pressure.

Do you still have your old rod and main inserts laying around? If you do look on the back side of them and see if there is a "std" or ".010" stamped in them.

Don't want to hijack Eddie's post but I have a related question. After seeing Eddie basically gut this engine and rebuild I am thinking of doing the same thing on a 560 International Gas. Aside from what Eddie had to do and the differences between gas and diesel is the overhaul pretty much the same? The 560 has wet sleeves as well. I found an in frame kit complete with sleeves for $530, and if that's all it is, I might go for it.
