As I explained to my father, it's kind of like a high tech "blink your high beams at opposing traffic" to let them know a State Trooper is just sitting ahead of them (opposing traffic) and they better slow down.
Funny enough, it was pretty accurate with the local police sitting on I-40 around Winston.
