Did you think about maybe using bicycle tires on the rear? They work great on rough terrain. Something like this...

I have a yard cart the uses inflatable bike tires and it'll roll over everything even with 50 pieces of firewood in it.

When our kids were little, we had a bike wheel off-road jogging stroller that we to them everywhere in, over logs, rocks, etc...

So I'd think a solid wheel bike type tire of 20" or so would work well to roll the cart. You'd just have to have some wheelie bars on the back because it would be easy to roll over backwards. But I'd also think it would lessen the chance of sideways tips, as the center of gravity in relation to the rear axle would lower VS the tires that are on it now. Just keep your heavy items on the bottom of the cart.

Here's a tank cart at Northern Tool to get the idea. You'd still want front steerable tires for a cart to hold welders and tanks, I'd think. But anyhow, just an idea.

I wouldn't use bicycle tires on a welding cart, because hot slag and inflatable tires don't mix too well...
