Rolled snow was fine for horse drawn sleighs and work sleds but come spring having all that snow and ice to melt meant you couldn't travel anywhere in a vehicle for several weeks. We still have mud season here where even a good 4x4 SUV can belly up and get stuck. Plowed paved roads are what it takes to provide 365 day service.
