Apparently, even the Provincial Ombudsman can't readily get straight answers. I can't summarize what position an individual customer is in, better than that.

The Time of Day scam first turned up with guys who had elaborate and accurate personal systems in place to shift ALL their household load off the grid at Peak Time - and still got billed for Peak Time.
Seems many folks are catching on now... (from the Linked Comments on the CBC page)

My impression is that the "Time of Use Price Periods" is a scam. Being a senior on a fixed income I watch and monitor my consumption very carefully. My electronics are on power bars, I do laundry, baking, heavy duty usage ONLY on weekends and statutory holidays. However my use of the " Peak " period keeps climbing according to the bills (actual readings ) I receive. My actual consumption on my last bill was much higher as compared to same period last year, even though I did not have power for 3 days!
Last summer I received an extra bill along with a demand that I pay up immediately or face interest penalty. I am glad I had the foresight not to arrange for instant bank withdrawals!
A big shake up is needed at Hydro One; fire all the top crooks, and give these jobs to deserving people who are really willing to serve the public.

Someone clued me into their trick of quesstimating a meter reading that exceeded the limit of the lower cost per KWH and then adjusting it later with an actual reading, but at the lower rate.
The last comment likely refers to somebody that is not yet on a Smart Meter.... so it seems they are playing games with the Olde School meters too.
