Drat. I imagine you knew this already, but I slipped a decimal place - should be "ranges from $0.093 to $0.12"

It's about $.09 to $.11 per KWhr here depending on my usage. I am sure the rate continues up for much higher usage.

As has already been said, the taxes, fees, or whatever are added to the base cost and cost per KWH, so all I really care about is the final total cost. We just have a small (1292 sq. ft.) house, but sometimes also run the window unit HVAC with heat strip in the 500 sq. ft. shop. TXU Energy has different plans available for different lengths of time, some with an early cancellation fee, some without. This last Fall they were going to raise my rate to more than 14 cents per KWH but I found and signed up for a 9 month plan at 10.4 cents. So my rates do tend to change about once a year. And of course our bills are usually higher in the heat of the summer but lately the cold weather has been increasing our bills. But I have a spreadsheet that shows the different total costs:

Year of 2011 - monthly average bill $200.45 - $0.13303412 per KWH
Year of 2012 - monthly average bill $152.73 - $0.11308200 per KWH
Year of 2013 - monthly average bill $160.35 - $0.10920152 per KWH
Year of 2014 - monthly average bill $210.65 - $0.10808107 per KWH (of course only one month of 2014)

i got my bill today 153.00 for the period.it runs between 130.00 to 150.00

Only way to try and control the costs of electrical energy is to send emails or letters to your representatives and tell them to reign in the EPA with their mandating laws into existence without Congress's approval. Much of what they are doing is actually raising our costs without even helping the environment vs the jobs lost and the increased costs to the consumers. I posted a thread about their mandating MORE rules on people that burn wood on here with a link that took you to the EPA site where comments can be made. You can also make comments on other issues such as these laws that are in-work and perhaps tell them how nice it is to have your costs double due to their mandates.

In Ohio I have 2 places, one on a COOP which is higher cost than the city place by about 4 cents a KW, on average and the fees have doubled at both places do to the increased government issues. First Energy has closed half dozen different power plants this year and now we have seen rolling brownouts in this extremely cold temps. Look for this to continue as companies can't afford to make the EPA mandated upgrades and have to deal with other government agencies saying they can only charge xx per KW & have to then have to provide pensions or forced to use XXX amount of Wind/Solar in an area where Wind & Solar dont work 90% of time...

I think an outside wood burner is the answer if one really wants to get serious about using wood as a heat source. Fireplaces are pretty but not very effective.

.0825 for 4510KWH $372.00 plus $16.00 basic charge. = $388.00 This was for the coldest month we've had this winter.

Average winter is $150. Two cold ladies live here also.
Summer with AC about $120.00.

1800' double insulated house.
Pump house with pressure pump and two freezers and a refrigerator
Two deep well water pumps.
A heated insulated barn (3000SF) with apartment including washer and dryer. Outside barn lights that are on when dark outside.
Two electric stock tank heaters 24/7.

A fireplace will suck more heat out of your house than it will put in. Have you ever heated with wood? There's much work involved. Cutting, splitting, hauling, lifting several times.

I'm sorry I merely meant to say using a combination of different heat sources. Yes heat from firewood is not the nest unless you have an outdoor wood stove. There is a lot of work involved but its something I have been doing on the side for years. I have sources for getting wood and other things to burn but wood will not be a main source. I would like a combination. I'm looking at homes that have wood burning capibilitys and runs mostly with natural gas heat. natural gas, propane and wood are all things I am considering instead of electric. I can buy a wood stove for cheap for the garage if it does not have any source of heat. But I would also like to heat the garage/ pole barn with a main gas source in the future.
