If you can get a tiller or have someone else till it, you'd be all set. I have found 3 pt tillers on the high priced side of practical for a job you do but once a year on a small garden plot.
A cheapo option, and a good one, is the middle buster. Dirt cheap, pun intended and will work that soil up great. You can then top dress it with a piece of old cyclone fence to drag behind your lawn mower or tractor.
I personally still use my walk behind tiller a whole bunch. Especially for walking between rows during the growing season. I have removable outer tines, which make the narrower tilling between the rows possible.
