Again, thanks to everyone who offered suggestions.
Here is the final solution:
I installed the Direway 6000 self-hosting modem. I now access the internet via the network on all computers. I reconfigured the LAN network adapter on Oscar with the following results:
The Good News:
Oscar can now access the internet and the network with no problems. Oscar can surf and copy files to and from other networked machines. I don't have to manually start 'Computer browser' or 'Server' in the administrative function.
The Weird News:
'Computer browser' and 'Server' STILL don't start at bootup, but this seems to make no difference. All the networking functions work with these two functions in the 'stopped' mode. I can surf, transfer files, and share a printer. At this point I'm going to count my blessings and not question it.
