I fixed the problem by tightening the lower screw to about 7,000 ft-lbs.
Although the screw was already quite "tight" right out of the box, it didn't make contact with the ground tab underneath it, and I was able to wiggle the tab with my finger. So I tightened and wiggled, tightened and wiggled, and tightened some more until I finally couldn't wiggle the tab. No washers needed. No screws cut.
Both solenoids now work correctly and the grapple is in operation.
