Just my thoughts. While fuel consumption may not be an issue, bumping up the RPM may only mask your problem. From your description and having owned two different BX models, I am convinced there is a problem with your tractor, whether it is major or minor is the issue. If it is minor, you may not make things worse. But if it is major or potentially major, if you continue to operate it will just get worse; turn minor into major and you may run it past your warrant period.
Like I said, I have owned two BX's and don't usually run my engine over around 2000/2500 doing loader work and the performance has never changed. In my opinion, no noticeable degradation in performance is "acceptable".
Document trips to your dealer and assurances "it's normal" in case it swarms on you later.
