Since I'm not stupid or a criminal, I would not be targeting the individual for unlawfull threats or retribution.
just wahtever relief is provided for by perhaps civil or crimila law..
equines are a bit of a dangerous animal.. especially an old one that doesn't see good.
no way I'm opening myself up tot heliability of somone else grooming him... and past that. this woman / person has not demonstrated any basic knowledge of animals needed to maintain a horse. she / they think he's starving??? he looks like a normal horse with 1 eye.
not thin.. not fat... if she can't tell what a normal animal looks like.. she has no business touching my animals...

I've read the thread and correct me if I'm wrong, but it seems to me somebody doesn't like you and they have decided to use this anumal cruelty issue to bring misfortune to you. Thier issues with you may or may not have anything to do with animals at all let alone the one eyed horse.
If you knew who it was.......
What could you do if you know?
Confront the person and threaten them with some sort of retribution?
Might work, but be ready for the next move. You don't live on the property so your vulnerable. This person may live nearby and has a distinct advantage.
If it's not this women, she probably has information you could use.
You need to talk to her. Find out what she is about. It may be best to catch her off guard and knock her door, tell her the neighbor saw her... yada yada yada. See what her reaction is.
It may be the horse, it may look pretty bad to someone unfamiliar with horses. If thats her problem, tell her what you told us. Maybe she wants to nurse the old horse, take care of him in his old age. That might work out OK for you, Give her access and let her brush, feed and whatever else you do for a horse.
