Firstly, a lot depends on the type of stone and secondly the size.
3-4 ft boulders can be handled with the 'plug and feathers' route.
Generally holes are drilled in a straight line (like every 10-12 inches, maybe more) and you proceed to drive the plugs into the feathers 'till she splits.
I once rented a 150 CFM compressor from a yard and they had a jack hammer to drive the plugs into the feathers, Actually worked very well.
Each yard sized boulder (under the cabin) were broken up into man capable sizes in average one hour each.
Removal was by wheelbarrow.
On a small scale DIY basis an electric drill and smaller plugs will work, but slowly.
Your main problem is that you really want to skim some off of the top as I see it and that is really not a plug/feather job.
Really EGON has the answer----cover them over! (or clean them off, build free form forms and pour concrete to create large 'patio slabs' which you could even tint and texture.)

If you are going to surface the area in some kind of flagstone,why not just fill it up as others suggest and lay around them?
A sledge hammer alone is about the last tool I would use -- a diamond blade in a surface grinder with a hose to cool it off will do the job pretty quickly and inexpensively -- the rotary drill and feathers and wedges will also do the job in short order.

Wow...I have lots to think about now. I'm going to check out the rental place and see what they have available. I'm leaning towards the diamond blade in the grinder. Whatever I end up doing, I'll take pictures and report back. Thanks again!

If you are going to lower the tops:

Use a saw to make parallel cuts about 3-4 inches apart as deep as possible. Then use a wedge or just sledge to break the strips out.:)

If you make some one inch wide nice surfaced slice's put some felt on the bottom and use them for setting coffee cups on.:thumbsup:

Hammer stone chisel...........chip away to the needed height. Really not a big deal or build it up to height needed to clear others and get to level.

This will be my first thing to try. I need a hammer and stone chisel anyway to do the patio. We'll see how it goes .

I say get a few good hydraulic jacks, place them at the corners of your property and raise it up above the level of the rocks.

times 2 you can break a good size rock with an electric jack hammer and for a lot less than $2,000 you could rent a huge hydraulic hammer on a skid steer.
