I use a lot of double sided carpet tape. The cloth tape is VERY strong.

Rivets will make a water breech, I thought of a piece of metal under
as well but my receiver is in the way and I need a more pernament
mount. Some of the suggestions look like winners for sure and I will
be looking into them.

You could dip the rivets into goo glue or some other type of water proofer like RTV or?????????????

I am looking for suggestions for a proper, long lasting glue...

It is for a place to set my magnetic amber beacon. I do not
want it solid, if I hit a limb I want to it fall and hang from
the wire before it breaks.

For a GLUE use a foaming Gorilla Glue, that might allow it to release prior to breaking.
But I'd recommend a strong "hook and loop" material. This would give a better chance of "hang from
the wire before it breaks".

you know.. if'n it was me.. I'd squirt a half tube or clear rtv on it and stick it down.

it'l sure stay.. AND be removeable if ever needed.

This is a good suggestion....but almost regardless (other than the urethane based adhesives, like those that foam up and are hard to remove) preparation of both surfaces for the selected adhesive is paramount for its effectiveness...
Silicone based adhesives are very unforgiving when it comes to applying to smooth(er) surfaces...

i silicone 'temp' stuff to GLASS all the time... works great.

start with 2 clean surfaces.. glue and hold in position with a jig till cure.

lotsa products made for bathrooms to glue stuff to tile or faux marble is rtv.

There is a glue called Goop I have found to be very effective. For outside get the kind with a pigment in it . UV will break down the clear. Home Depot has it.

Try 3M VHB tape. Commonly know as "body side molding tape". Plus the benefit is if you do need to remove it just use a piece of fishing line or thin wire to cut through it.
