I use a lot of double sided carpet tape. The cloth tape is VERY strong.

Rivets will make a water breech, I thought of a piece of metal under
as well but my receiver is in the way and I need a more pernament
mount. Some of the suggestions look like winners for sure and I will
be looking into them.

For a GLUE use a foaming Gorilla Glue, that might allow it to release prior to breaking.<snip>
I am looking for suggestions for a proper, long lasting glue...
It is for a place to set my magnetic amber beacon. I do not
want it solid, if I hit a limb I want to it fall and hang from
the wire before it breaks.

you know.. if'n it was me.. I'd squirt a half tube or clear rtv on it and stick it down.
it'l sure stay.. AND be removeable if ever needed.

Try 3M VHB tape. Commonly know as "body side molding tape". Plus the benefit is if you do need to remove it just use a piece of fishing line or thin wire to cut through it.
