I have a friend who's family had tyhis issue clear back in the late 1960's. They lived in southern Calif on thier family ranch, and had horses. It was extremely rare, but one day no one was around. Some teenagers from the city were driving by, and saw the horses in the pasture. They stopped, and tried to ride one, and got a broken leg when one of them was thrown.
The City family sued. In the end, my friends family won the suit, but had to mortage the ranch to pay exhorbinant legal fees. They wound up having to seel the ranch because of that.
The City family lawyer claimed the horses were an "attractive nuisance".

Sounds like there's more to the story.
I don't care where you live just because you keep horses doesn't mean any and everybody has the implied right to ride them, feed or even pet them for that matter.
And the same goes for dogs.
Dogs should and need to be under control, horses need confinement. Nowhere should anyone expect these animals to be friendly and accept overtures from those outside of their pack.
