You think in-state contractors liked it? Sounds like the union guys the only ones who were actually willing to say something about it and hopefully get the work back to local people who btw may or may not have been unionized.
Well, I can't see how it's the problem of the out of state contractor who got the job and just shows up to fulfill his contract. If anything, they needed to be complaining to their management who choose contracts. I am sure there were local companies who also installed modular offices, so they could have gone local if they really wanted to. Based on the number of jobs we did in NJ, I suspect the local companies just weren't competitive on price.
