At this time, coal does not have an emission issue with the traditional pollutants (sulfur, mercury, etc.) The big change made by the current administration was to reinterpret the Clean Air Act (from the 1970's) to consider CO2 a pollutant. When that change was made (purely by edict, not law) the EPA could then regulate CO2. They arbitrarily picked a CO2 emission limit that cannot be met by coal plants but can be met by gas plants (because coal is Carbon rich and natural gas is Hydrogen rich). This action coincided with the huge drop in natural gas prices because of fracking. If the next administration cancels that action, coal will be back if gas prices start to rise.

My understanding is any executive order can be undone by executive order irregardless of the circumstances.
