Another case of people adapting a specific brand name (Bush Hog) to becomes a general term, even when the product (rotary mower) is another brand. Off the top of my head I can think of other examples:

Band Aid instead of adhesive bandages
Kleenex instead of facial tissue
Romex instead of non-metallic building wire
Xerox (noun) instead of copy machines (Xerox (verb) instead of copy).
Allen and Crescent wrench instead of hex and adjustable wrench.
Vise-grips instead of lockable pliers.
etc...

I'm sure there's more...

Back to the original poster. You could buy a 5 foot cutter/bushhog and take it apart. I have a Landpride 1860 that would be perfect for what you want to do. So taking that as a example you could take all the hitch bars off, the wheel, gearbox, blade pan and blades. All of that could be shipped in boxes leaving the "shell" of the mower. Around 200 kilos. You could have that cut into three pieces and welded back together in France. Are you sure they don't sell these things in Europe??

That would still be massively expensive to ship. Only way to ship something like that economically is to fill a container with them which would drop the per unit shipping cost to a reasonable range.

Why not buy the common implement for the job in that part of the world, flail mower? Caroni is very well liked here in the states and are hardly any more money than a rotary. I'd think they are much more affordable there than rotary.

G'day Steve! Not to disprove the theorem but I've not had a Californian wine in years... probably 'cause I'm in an 'Australian Wine Club' that keeps me well supplied with the local plonk'.
