Some Southern Sheriffs were known for granting out of towners all expenses paid vacations to the county farm.
That is often the case...Generally when you hear something like that in the south...it's more like "bless their heart(s)"...usually uttered over a baby or a litter of puppies or kittens etc...something entirely innocent.
I believe that you can say that about any state or region. Tourists can be jerks; and it's been my observation that the nicest person you know can become an altogether different person when they are travelling.You only see the cops like that along the Interstate...they know there is a bunch of evil doers passing through...
To realize southern hospitality you have to slow down and spend some time in the smaller towns etc... experience all the mom and pop establishments and the citizens...just traveling through states on major roads does not give a well rounded impression...

The same can be said for online forums, a poster can be a real jerk yet be altogether different if you met them in person. (That doesn't apply to me of course... I'm my usual acid self wherever I go.)

Bless their heart(s) can also be meant as a polite put down depending on the context.
