It's practically impossible.
No, not impossible. It's just a convenience thing. Consumers want it easy and fast. In the mass of consumerism, very few let their p o l i t c a l leanings ethics or moralities enter the purchasing decision.

When I drive to Philly or Baltimore, you notice the ports have ships pouring in from China & other parts of Asia.
Virtually all industry in MY area has been plowed under and turned into more retail stores selling electronics and other imported stuff.
At least 50% of our railroad tracks have been turned into bike trails populated by soy boys on their bikes.
Most people like it, judging from the local and national election results.

I think its too much dependence on Chinese Energy products, electronics, and pharmaceuticals.

Interesting news - Our data center overhead power lines are back off the table. Developer withdrew them. Seems the neighboring property owners finally got wind of that proposal and let their feeling be known.

The two solar plants are still bouncing back and forth in legaleese. One is a rezoning request. Cart, horse, IMHO. Buy the land, approach county for rezoning. ??? I don't get that.

If they say “no”, just use bribery or other forms of persuasion. Happens all the time.

If they are buying the land first without even having zoning approval, you can rest assured they think they can get zoning changed to cover it with concrete and solar panels. They probably already had casual meetings with zoning board members to see if they would be open to changing zoning laws before buying.

Lots of zoning officials are “pro solar” (or pro other things like gold courses, hotels, etc.,) I sit on zoning meetings in my own township and see this type of negotiation all the time.

Get real. This ain‘t law abiding people. This is BIG business and MONEY.

A lot of those contracts make the sale contingent on necessary rezoning being approved. It also helps encourage the zoning authority when they know it won't happen unless they allow it.

Speaking of bribery there is a carbon dioxide pipeline proposed in this area, extending from Iowa to the Springfield Illinois area. Most people are against it and the county board passed a resolution against it. The pipeline company then offered the county money over a several year period that amounts to millions of dollars. The county is then obligated to support and help the project.
