Can anyone identify this one

My friend is a PT boat fanatic. He found a picture of a tractor he wants to know more about. It was used to move the boats around the MotorTorpedoBoat training center in New Jersey during WWII. Does anyone recognize this beauty.

It's hard not to think that it's an IH W4 variant with the number in the photo, but it certainly doesn't remotely look like one.
The front grill appears (?) to have a capitol letter "A" logo, but I could not match that up with anything. Allis Chalmers apparently went to something similar, but that was on the early 60's, well after the PT boat era.
A reverse image search shows that photo came from the National War College archive, but other than the actual facility name in NJ, it doesn't say much else.
It is a pretty machine!

A-W must have used those "bull horn steering wheels" on a lot of their equipment. We had an old A-W 4 X 4 road grader at work that had the same hydraulic steering.
