    Do you have a wiring schematic? If I'm not mistaken looking at the attached schematic, it would appear the flashers should work without turning the key. Almost sounds like a mouse has chewed some of your wires.

    I would have to say with absolutely no power to the dash when turning your key to the on position that I'd be looking at your ignition switch. Do your headlights work? A normal 12 Volt battery would read 12.8 volts at best. Is the 15.7 volts you are reading with a charger connected?

    I'd say then you would want to inspect any of the wiring from that fuse to the starter as something is allowing a 30amp draw to blow that fuse. If all the wiring checks out then I'd suspect something with the starter or its solenoid.

    The vehicle type winch you linked from Amazon would be painfuly slow and it draws a considerable amount of current.     I would beleive so but to be sure as was suggested just remove the fuel shut off solenoid, it is only 2 bolts. However, if your tractor starts with it removed you'll either have to reinstall the shut off or block off the air to the engine as your tractor will not shut off.
