You can remove the fuel inlet line.. fill the fitting w/ fuel.. spin the engine over & look to see if the fuel is gone, gone down..
THAT"LL tell you if the pump is spinning.. w/o taking it apart..
IF the fuel did go down.. the pump is rotating & the pumping plungers inside the pump are stuck & require disassembly..
