Actually not. In Washington you could have a straight truck with a GVW of 26,000 lbs pulling a trailer of 10,000 lbs and not require a CDL. A CDL is only required if the tractor is 26,001 and above and the trailer is 10,001.

A Commercial Driver's License (CDL) is required to legally operate:
1) Any single vehicle with a gross vehicle weight rating (GVWR) of 26,001 pounds or more.
2) Any trailer with a GVWR of more than 10,000 pounds if the gross combination weight rating (GCWR) is 26,001 pounds or more
Which reads to me that a truck<26,001 and combination with a trailer < 10,001 would not require a CDL even though the gross is much greater than 26,000 pounds.
In our example here on this thread, a single 35 series PU pulling a trailer where the gross exceeds 26,000 pounds, a CDL would be required because the trailer would have to weigh more than 10,000 pounds.
