I believe the rear tires are filled with a product called Kent Seal. I spoke to a local tire dealer who supplies tires for our heavy equipment and he also suggested that I check the air pressure. Prior to taking the rim off the tractor I will check air pressure this weekend.

The wheel problem is fixed. I filled the tire with a little air and then tested it out and I no longer had the problem of the rim spinning in the tire. I was only 3 psi low, so was suprised that was the problem, but was very glad it worked.
