It's my understanding that this is legal, but the weapon cannot be transferred to anyone else.

You can also buy uncompleted 80% lowers that have no markings or serial number and finish yourself.

ITs only the lower that gets a serial number or registered. IF you get an 80% or make your own, thats correct that it cannot be sold legally

Quality or good deal????? bushmaster is on the low end price tells you. they are 400 or more less then other brands for a reason...
with a 223 you can shoot 556 but 556 is a lesser load(NATO) and will not shoot as well as the 223
with a 556 you can NOT shoot 223

Homemade guns can be made for your use, then sold sometime later, with ATF recommending (requires) adding a name and a number. If it is more than a rare occurrence, they will decide you are making them to sell.

You can not make them for sale without a manufacturing license.

Just to clear up some possible confusion.

The M14. Military version, sort of similar looking to an M1 Garand but is a 308 with a detachable 20 round box magazine. The civilian version is the M1A.

Mini 14. This is a Ruger firearm, chambered in 223. This is actually similar in operation and apperance to an M14, but is smaller.

Springfield M14/M1a. Some mfg call it the M14. It is identical in every way to the one I carried in the Army:
