Think the term "tractor" goes back to a "traction machine", e.g. something that is used to move or to power other machinery. Modern day, I'd say anything that is capable of pulling or pushing things around, hitch them onto the back (3 pt is the most popular means), drives something via a pulley or a PTO, is a tractor. My Gravely fits this, as it pulls things, pushes snow and powers stuff via its PTO. It does not have a 3 pt.
My friend's old JD M has a pulley and drawbar in the back, not a PTO nor a 3 pt. It's definitely a tractor.
