I cannt upload image file in new topic. Use only jpeg files.

Can you tell me step by step how to make it?

most likely your files are to large, you will have to make them smaller to upload them.

edit. they may have also added you need to have "X" # of post before you can upload. Spam does happen and some of the photos uploaded were not appropriate for TBN
