can we get to purchase a backhoe that has post hole digger attachment? or an auger drill that can be attached to a backhoe to drill holes in the ground for fencing works and other works?

Yes, most of the hydraulic PHDs that can be attached to a front bucket can be attached to a back hoe bucket.
Since you mentioned fencing work I assume you are considering relatively small/light equipment, e.g. Cat 2 or Cat 1 tractors.

The major benefits of hydraulic post hole diggers are that they are reversible and typically protected by hydraulic relief valves.
a) If they get stuck you can back them out.
b) If they jam or run into some solid obstruction there is at least a chance that the relief valve will open before or instead of a sheer pin breaking.
Against these benefits is their initial cost, which could be justified if you intend to drill many holes in conditions where jamming is likely.
