can I do it with my tractor?

Why not just try it with your tiller and blade. Turn the blade backward to drag just a bit of dirt and it will work better for levelling ruts.
Till it first and let the back plate on the tiller drag as much as possible. It will auto-level a lot of it as you till. Then get the blade on and back drag it in an x pattern then go crosswise of your X and it should be pretty level. Dragging an old piece of chain link fence would help also.
If you cant get it to your satisfaction, then you can hire it done with nothing but a little fuel and time invested.

Agree with Gary. The tiller will level quite a bit, especially with repeated passes. You never said if you already have good drainage/slope, if not it would be difficult because the excess dirt has to go somewhere if you attempt sloping it. You have the equipment, might as well try it!

A landplane would be nice, you could use mine but it's too big for your machine.

Where at in NE Ohio? I'm just south of Canton.

Yes, your machine will do the job. It will take forever, won't drain right, so many things to consider.....

2 grand for a pro to smooth and grade it for drainage sounds like a lifetime investment that will be money very well spent.

Then you can go in and play, making level areas for kids playsets, picnic areas, firepit, later a pool.

I would add a drag to the equation. Just a couple logs or RR timbers chained together will work. Wrap some fencing around them and you can get a little cutting action. Harrows are also handy, but you have a tiller.
