Just kidding.
But as others have mentioned, you're going to end up having to remove the decking and make a solid floor (or roof, depending how you look at it), and then put the deck back.
Or, as you mentioned, get that manufactured interlocking decking, but it will change the look of the deck a lot with the boars running perpendicular to the house. Not saying it will look bad... just look different than you're used to.

Well there are a number of ways to fix the issue and some good ones have been suggested. I till think I would go with the rubber backed nylon indoor/outdoor carpet. It would cut the wind and shed the water away from the crawl space. You are in the same climate zone I am so sever cold and snow are not the big issue. The carpet can be glued down or laid loose with carpet edging strips. If you wanted to go a step farther you could lay down 1/4" tile backer board and glue carpet to that. It would be hundreds cheaper than some of the suggestions. And hey...if it doesn't work the other options are still there. With the crawl space unsealed insulating the floor joist under the houses living areas would also help the comfort issues.
