In the US, if you believe that a company has or is currently utilizing a "business strategy" (i.e. CHEATING, etc) and therefore, there may be a legal question regarding said practice -- consumers can "WHINE" to their State or Federal Attorney General's office.
I'd be on the phone to the corporate folk's. And I'd drop a dime, to my AG's office; for a legal opinion...

How is what Deere did discriminatory? Dealers use to have Sales territories where they are not allowed to sell in other dealers areas. How is this any different?
You are right though, if you do not like how a business is ran here in the US you contact the Attorney Generals office and they will address the problem. I would imagine Canada has a similar avenue to address these types of situations.
