Already done it with the chain link fence and (optionally) old tires.
That works FINE for seed beds, lawn re-seeding, etc.
I want/need something with a bit more bite in it, e.g. to break up horse manure and scratch up existing pastures.

Ah. That was my first exposure to one. The neighbor that I referred to (has one rolled up in a fence row) called it a "Pasture Harrow"

I have an old david bradley harrow, its not chain, but spikes that you can adjust. works great dragging behind on my little lawn tractor. as far as making the shape of the blue harrow, it looks like you could put a lenght in to a vise, and do the initial shape and to make the round eye parts you want to look into a bender, or bending jig. they are two pieces of round stock welded to a flat bar stock, (think tooth brush with two big bristles), that you would bend around. a torch i bet would help a lot.
look at some blacksmithing sites for directions on building the jig.
