On the subject of the backhoe not having the power you are use to, you’re talking about a backhoe from 1964 when backhoe design/technology was still being developed. What are you comparing this backhoe experience to what you are use to?
The other pin configuration would make a difference and the bucket should be able to drag the tractor at the very least, but it is not exactly a backhoe experience of one made after about 1975 or so.
